Clinton County Sheriff Richard Kelly and his wife, Ashley Kelly, who also works as the jail matron, appeared in Marion County Superior Court on Tuesday to face criminal charges that could result in up to six years in prison if they are convicted. The Marion County Prosecutor claims that Ashley Kelly defrauded the Pension Board of over $200,000 during the past five years, with her husband allegedly helping by being aware of conflicting information about her disability and misleading the board about what her job as his jail matron actually involved.
Central to the fraud, theft, and official misconduct charges are photos of Ashley Kelly working out in a gym, carrying her young children in a backpack, and changing a tire, along with reports from other deputies about her involvement in undercover drug operations, such as climbing a tree with a camera to photograph a target location. The Kellys remain free on respective $1,000 bonds in the Marion County case.
