Frankfort Police Make Arrest For Child Neglect

Thursday, the Frankfort Police Department (FPD) with the assistance of the Clinton County Sheriff’s Office served arrest warrants on 31-year-old, Jacob Aaron Neal, and 27-year-old, Elizabeth Lynn Crow, both of Frankfort. The Clinton County Prosecutor has charged each with a Level 3 Felony, Neglect of a Dependant resulting in Serious Bodily Injury.

The arrests stem from an FPD investigation beginning August 26, 2026 upon receiving a report of alleged abuse/neglect from the Frankfort IU Hospital. The child appeared malnourished, had severe bruising, and had several fractures. Detectives began their investigation at the Frankfort IU Hospital before the child was transferred to an Indianapolis hospital in critical condition. The child has been upgraded to stable condition.

Immediately upon receiving the report, the Indiana Department of Child Services (DCS) was contacted. DCS removed other children from Neal and Crow. Those children were in good health. Based on a part of FPD’s investigation, food was withheld from the child as a form of punishment and the child was further punished for getting caught eating food.
