Frankfort Police Make Two Arrest Thursday

On June 19, 2025, the Frankfort Police Department and the Clinton County Sheriff's Office responded to a fight in front of the city building (Old Stoney) located at 301 E Clinton St. The location had been the site of a small one-person protest since 4 pm. At 7:01 pm., the department had responded to the location for the usage of fireworks. The protestor was warned for the fireworks and stated he would not do it again. Shortly after that at 7:23 pm, reports were also coming into Clinton County Central Dispatch that the protester was yelling at people as they drove by on Walnut St. A shift change of corrections officers and dispatchers at the jail also had reported fireworks.
At 7:38 pm, while observing the protestor, an officer observed a male, 28-year-old, Tyler Niccum of Frankfort throw objects at the protestor, 26-year-old, Cody Bishop of Indianapolis. Niccum then sits down at a picnic table on the property. Bishop walks to Niccum and a fight/struggle occurs over the sign that Bishop was holding. While officers were responding, Bishop pointed a firearm at Niccum. Niccum retreated. Both parties were separated while the investigation was conducted.
Officers learned that before the aforementioned observed altercation, Niccum had come to see the sign that Bishop was holding. The sign had Niccum's name on it. Niccum was leaned against a utility pole while Bishop was at his truck. At one point, Bishop walks towards and in close proximity to Niccum while carrying the sign. Bishop pushes the sign towards Niccum. Niccum responds by swatting the sign away from him. Bishop then hits Niccum with the sign. Niccum went back to his car parked on the west side of Prairie Creek and called the police. Niccum did not wait for the police and reengaged with Bishop.
Both Niccum and Bishop were arrested. Bishop resisted arrest causing minor injuries to two Frankfort Police Officers. No medical attention was necessary.
Charges were filed by the Clinton County Prosecutor on June 20, 2025:
Niccum- 35-45-1-3(a)(1)/MB: Disorderly Conduct: engages in fighting or tumultuous conduct
Bishop- 35-44.1-3-1(a)(1)/F6: Resisting Law Enforcement-Defendant causes bodily injury (Two Counts), 35-47-5-13(b)/F6: Unlawful Use of Body Armor def. uses body armor while committing a felony, 35-45-1-3(a)(1)/MB: Disorderly Conduct: engages in fighting or tumultuous conduct
"Individuals who want to exercise their first and second amendments are freely able to do so in our society," stated Chief Scott Shoemaker. "What they will not do is incite violence and disrupt normal day-to-day activities for our city residents and visitors."
The Frankfort Police Department strongly encourages citizens to not engage with protestors.
